What you are looking for is called wheel to wheel tube steps. All of the steps for your 1994 Ford F-250 Super Cab are cab length only. They will not extend the distance between the wheels. I am not certain the length of the cab on the Super Cab models but that is how long the bars will be. They do have a single pad per bar.

This is a really good question, but the difference between the pin weight from a fifth wheel hitch that a truck can handle and the bed's payload is the fact that the payload refers to the weight capacity of the truck's bed which is typically a thinner sheet metal and the fifth wheel hitches actually attach directly to the truck frame which is much thicker. I spoke with my contact at Brophy and they stated you'll be fine using the Brophy Clamp On Camper Tie-Downs - Bed Mount - Black Powder Coated Steel - Qty 4 Item # HSWB as long as the railing on the back of your 2008 Chevy Silverado isn't over 5 1/2" wide on the top side and there needs to be a space of at least 2" wide on the underside of the railing.
